This item is verbal and was placed on the agenda at the request of Councillor M Lyons in accordance with Standing Order 3(3) regarding a breach of the Franchise Agreement by train operators who are consistently failing to provide the agreed train unit strengthenings causing severe overcrowding across the West Yorkshire rail network, particularly at peak times.
