(1) Unless the Chair shall otherwise determine, no amendments to an item of business on the agenda for a meeting of the Joint Authority shall be moved at that meeting.
(2) If a member wishes to seek an amendment to the recommendations, he/she may, when exercising his/her right to speak on the item pursuant to Standing Order 9(4), explain why he/she wishes an amendment to be made and move that a decision on the item be deferred until the next meeting of the Joint Authority to enable the Clerk to give proper consideration to the issue raised and address them in a revised report.
(3) If the request for a deferment is supported by a majority of votes, the item shall be deferred and no further discussion of it shall take place at the meeting.
